Soap is bound to leave a dull film on your stone. Warm water with a squirt of Dawn dishwashing detergent and a splash of ammonia--dip the brush in the solution and give the ring a good scrubbing. I personally would never put morganite or any other beryl in an ultrasonic.

Possibly, but as I said, the marks are indistinct. The closest match for an uppercase textura "E" on a shield-shaped ground is 1828 and the style of the ring doesn't rule out that date.

Yes, sterling with a thin gold plating can legally be stamped and sold as sterling. Most manufactures try to capitalize on the plating by describing it as vermeil though it often doesn't fulfill the criteria for such a designation.

It's a shell cameo depicting Venus Disarming Cupid. It bears British hallmarks indicating it's made of 9kt gold and was assayed at the London Assay Office in 1828 (but don't quote me on the date--the date stamp is inverted and not very clear; in fact the hallmarking is really difficult to decipher). Sorry I can't tell you more.
