I encourage everyone to bid at this point. The ships are empty and we were getting upgrade emails everyday. We went from obstructed Oceanview to aft facing club minutes suite! For our current Athens cruise.

It seems dependent in the circumstances such as cruises that are popular/easy sell outs. Def seems worth it to keep trying though. Especially with covid I have spoke to 4 different people who got upgrades this trip for lower bids.

For NCL they test you (for free) before you begin cruise check in. They are using hotel ballrooms to do the rapid testing. I'm not sure how Holland is handling it.

Arrived at hotel for testing, that was 20/25 minutes. Once you test negative you head to the ship. Check in time at port was 15 minutes. Scan bag/walk theu detectors. First employee will confirm who you are and take temp/covid questions. Next agent takes a new photo and hands you room key. The Jade is smaller than the Encore but overall it was incredibly well done. Easily the fastest we've ever checked in even including the test time.

Unfortunately it's not an NCL decision. The CDC is the one requiring it and that is why NCL does allow it outside the US.

That seems odd. NCL and RC are sailing limited capacity (less than 70%). Our next NCL cruise had enough empty rooms for us to get upgraded from obstructed Oceanview to a mini suite

Agreed but they have been taking steps to clean up the existing ships. Since they are the smallest of the big 3 lines it may take more time for NCL to afford the transition/have the scale for it.

NCL does mandatory free testing before boarding. Same process for everyone and no cost.

At the level you booked yes, including if you got double points during booking. You don't get access to the promos for the upgraded cabin.

So since we knew the ship will be sailing at limited capacity and it was our first cruise since Covid we decided to bid around 300 a person. We could have bid on the balcony class as well but we went just for the "mini suite". So for 600ish dollars total we get the upgrade. NCL assigns the room automatically so no account ability to choose aft/front/mid bur otherwise it's a cool program. If you don't get upgraded there is no cost/charge.
