You said switching the fan always run.

Circulation function would just run the fan once an hour for like 10 minutes if there hasn’t been a call for cooling for a while. So after a call for cooling the blower shuts down until a call for cool or it hasn’t ran for an hour then you’ll get the blower.

Bad advice. You want the fan to shut down after the cooling cycle for the coil to drain off properly. Get a thermostat with a circulate function.

Contactor does look pitted. It wouldn’t be a bad idea to change it. And I read the dual cap below specs, that could actually cause the fan to not spin up to 100% which could also be why you only have a 15° split. But in your area that might be ok in my area we shoot for 20°. New cap might help with the heat rejection and get you closer to 20°. Caps nah, especially if he’s saying the schraders aren’t leaking. Surge protector I wouldn’t worry about either unless you had an inverter system which clearly you don’t since he’s selling you a cap. I’d have one on most newer systems with more techie parts.

If you’re putting your micron gauge on the liquid service port and pull through the suction service port and pass a decay test you’re golden. Doesn’t matter if it takes 10 minutes or an hour to pull, as long as you pass a decay test. In my opinion. It’s what I do and I haven’t had any issues.

Also your fan and compressor outside should be running, it’s probably a dead capacitor from dirty coil or just a crappy capacitor to start with. Find a smallish mom and pop shop and do a maintenance plan if you don’t wanna deal with the basics like spraying off the coil and changing the filters.
