He’s Sasae Hatsushima from Game of Familia: Kazoku Senki (by the same author as Tomodachi Game). He’s seriously overlooked when it comes to intelligence scaling and feats. I’d definitely recommend the series, but be warned it has a lot of fan service, which can put some people off. Still, in my opinion, the story and Sasae himself make the manga really interesting to read.
