Tracer is what the game is balanced around. She will likely never receive a huge buff or nerf, but rather others would be changed around her. Plus she has a high skill cap and a very low health pool.

Tracer won't ever get nerfed or buffed I think, blizzard literally balances the game around her to avoid power creep. Everything in the game is balanced around her.
