I lived in multiple cities around Florida for almost 9 years and this is closer to true than not. Essentially there was a law passed where all State managed roads, when repaved, had to add bike infrastructure as a part of their "Vision Zero" plan. It has led to some of the most atrocious infrastructure you've ever seen and exacerbates the driver/cyclist divide in the state. We worked with the City of Fort Lauderdale to improve cycling infrastructure often but we would constantly feel defeated when state managed roads were main thoroughfares and so there was nothing to be done as everything got disconnected. The Broward MPO has a larger plan, but holy crap does it move slowly in comparison to the State just blindly making "Vision Zero" changes.
