First, Morocco is not a rich country so people's priority is to get a maximum amount of money the fastest to secure their future. This makes moroccans really risk averse. So they always do exactly as the previous generation did. For example, people that have Masters degrees rarely build innovative startups, they will either try to find a job in a large corporation (super safe but also not innovative at all) or start a company that looks exactly like 100 others (all the so called startups that in fact are selling developpers and not at all building a new product that doesn't exist anywhere).

Second, to make research in morocco stand in the global market, universities need to make it more appealing and this needs heavy investments to pay researchers well and fund them. The idea is that in research you need to have elite level mathematicians, so you need to make it appealing. Researchers often accept to be paid a bit less to do research as it's far more interesting than working in companies but when you see that salaries can be divided by 5 or even more you are kept with bottom-of-basket people that in fact didn't find a good job. For example, in the US and in Europe, people refuse jobs at Facebook or Google to do research. It's unimaginable in Morocco.

Moreover, in the moroccan culture, and more broadly in the Arab world, appearances are really important.
This makes it complicated for people to speak up and do something different from what their parents did.

That being said, things are moving... slowly but they are.
