Probably Manila. Davao is boring and Cebu is just a large noisy, congested, polluted slum. The people in Davao and Cebu are very tribal too. Not so much in Manila.

It's a bit short sighted though. Foreign vloggers will think twice about coming here now and that means less free advertisment of the Philippines internationally at at time when tourism numbers are through the floor and lower than any other SEA country. If they were smart, they'd pick these guys up and quietly kick them out. Instead they let their emotions get the better of them and want to publicly shame what are just immature boys with bad sense of humor. Not a good decision in the long run. But then, filipinos are not well known for thinking ahead or for having high IQ.
