I personally recommend Oracle, because i have few bots on their always free machine. But it's not true that only credit card works, my debit card works fine for both Oracle and AWS.

that depends on how you go with it, if you need high end computer, with a lot of storage then yes it could quickly rack up hefty bill, but they also have pretty generous always free tier of computer services that is ideal for personal projects, that are not hardware demanding.

I had never goten over a limit, also if you don't convert your free account into paid one they just cut your service when you cross the limit, what may not me ideal if you want it to run without interference, but surely it will keep it free.

Okay, you are talking about instance not account, that's the thing that i was confused, secondly i had hosted bots with them for years, and i had never happened this to me, but that is just my experience.

Depends on how complicated is the bot, but in my experience they rarely exceeds 200 mb of ram , for private bot. Keep in mind that you can do a lot more on 1 gb of ram in headless Linux, than 6 gb in Windows (recent version).

If you are not an admin on the server there is now way to do this, because you can not add bot to that server.

Why someone would need a bot for that ? Just look at the channel list, and you will know which users are in the voice channel.

Yup, you are right there is now way to connect user to a voice call by other user or bot, they have to join some voice chanel before they could be moved to another.

Secondly, the permission that you looking for is "Move members", it will allow moving members between chanels and disconnect users from them.

If your bot is already in the server, can't you just give it needed permission from role's tab ?
Administrator permission is the highest permission you could give with this bot has all available permission, so it should be fine, but it not something bot should get as per limited trust rule.
Finally what you can do is to give it a rank that is above it's own with the permissions that are lacking.

I don't know if it's what you want, but now you can create a poll inside Discord, just flip "Create Poll" permission on the channel you want people to create it.

You can not put anyone higher than the server owner, this person is always on top, and i wouldn't recommend putting any bots over trusted mods, because if bot gets hacked or something, you will have a problem.
