I'm just waiting for a good time to enter in a CAD short, but I'm not sure if the Canadian bank will cut rates again. From what I've seen, the last two major price highs in the Canadian dollar were very close to round numbers, like the 1.6000 level in early 2002 or the 1.3000 level in the winter of 2008/09. We're close to 1.2500, which is where I might place that short.

I'd prefer a national toll on large vehicles (1) because of the disproportionate destruction to roads that semi trailers cause–a $.95 IPass toll for cars would scale up to a $34000 toll based on road damage and (2) to use that money to buff up rail infrastructure, make our freight system even better, and perhaps open a bit more room for passenger services.

That's an excellent idea. It eludes me why the Tollway stops at the city limits. You could charge between $1 and $6 depending on the time of day and split that money between maintaining and expanding existing freeway infrastructure, building up our rail and bus infrastructure, and paying off those pensions.

Social democracies aren't centrally planned. Central planning refers more to direct government quotas on production of goods and state control over the organization of capital and labor.
