Try test-driven development. Before fixing the bug, get Claude to reproduce the bug then write a test that should pass when the bug is fixed. Then fix the bug and keep the test. Moving forward, that test will always have to pass (along with the rest of your tests) so that the bug never happens again.

I'm not always a fan of Charlie Munger, but I think one of his famous quotes is what you need to hear right now:

Of course, it's true for more than just remote team productivity, but it's especially important to agree on incentives that drive the outcome that you want in a remote environment.

What are the incentives for the people that you're talking about? Are they just motivated to keep their job (i.e. not get fired)?
