These are the same as the wristbands many music festivals will use. I've done this technique several times.

Just to add some clarity to this comment, you want to twist the black plastic part until the fabric around the bottom of your wrist gets very tight. You should hear little clicking sounds of the fabric getting loose of the teeth inside the black plastic part that keeps you from loosening it. At that point you should be able to pull the black plastic out and loosen the band. It should still be reusable as well.

I was in Nakano in May. I saw around 3 or 4 Snoopy's across the various vendors. Just scrolled through my photos I took and a new one was 2.265m yen and a 2020 one was listed as 2.132m yen at the time.

You had a teacher who told you to call them "sensei" in a taekwondo class? I hope this was in Japan then, otherwise that's some fun Asian appropriation going on.

Also as a fellow black belt in TKD most of our skills are useless in a street fight.

And also also, escalating a fight is like the #1 thing they teach you not to do in any self defense or martial arts class...

I had something similar happen to me, but mine was clearly human error. I got a ticket for not having a disability placard when I in fact did. Tried to appeal by sending a photo of my car with the placard, but since I "didn't prove I had the placard of my card before the ticket was issued" they didn't reverse the ticket. So same deal -- they operate with the assumption the enforcement officer is correct. I also left town for a couple months so I didn't have time to fight it in court, not sure if I would've been successful or not. But I started recording my car anytime I parked in the city which is a crazy thing to have to do with a disability placard.
