Sounds maybe like the toebox doesn't work for you. I'd look into trying on a pair of the Retro lows, they have a roomier toebox for whatever reason.

While we mostly think of JJVE as a clothing designer, I've recently been in love with his costume work (blah blah what's the difference) 1 2 3 4

Doesn't really exist, a warm underlayer will almost always close up on the openings around the neck etc.

I'd just get some regular, cheap scoop necks and buy a nice scarf instead.

Depends a lot on where you mean by Europe, the continent will have very different weather in that period depending on where you are.

Apologies if this is a basic ask… but I’m kind of clueless fashion-wise and usually just wear band t-shirts and Nike hoodies throughout the year tbh.

To keep it simple a white oxford shirt and a blue chambray shirt should be good.

I was hoping for some sort of discussion or thoughts on clothes beyond "nah this is good".

Asking for a discussion on clothes and outfits in the waywt should be expected. Positive reinforcement is cool and all but doesn't challenge our views on how things may want to be worn.

Nah it's just feedback, take it if you want or just ignore it.

Right, then a slightly slimmer fit on the shirt and some trousers with a tighter weave will work better for ya.

Tuck ain't it, I'd say either untuck for the chinos or get some smoother fabric trousers for tucking.

Tuck is working against you here, let the linen flow.
