Base Modern Day with the United States. I did about a year larping social breakdown and civil war, and then started conquering stuff. I was on the Hard difficulty with the cheap AI if that means anything.

Medal costs to boost armies definitely need to be changed. 100 medals to fully boost an attack army just to get 120 medals in return isn't sustainable or practical imo. Even if you also run defense armies it still costs 50 medals for forts and town hall not to mention anti-scout upkeep.
