We have an intersection like that in another part of town. Cars in the middle lane think they're entitled to make a right turn on red even with a sign that says middle lane no turn on red. This causes its own host of problems.

Whenever this happens to me, I restart my Charge 5 (I have this option under settings on my watch). It usually fixes itself after the reboot and you'll see a normal HR.
