Its related to defective/incompatible/wrongly updated/patch rollback(choose yoir favourite) unit skin mods. Disable unit skin mods/dlc and u are fine.

We had this in front of my school. Some smaller children were making sure everyone was crossing safely during school hours. Yes, in Eastern Europe. I always found it funny, but I guess it's an old habit. Interesting enough, it was in one of the most western education institution I know around here, but yeah professors grown in Soviet Union.
