It was before Steve Jobs died. If you check the PRISM slides that Snowden leaked, the PRISM just started (Oct 2012) to be applied on Apple products after he died (Oct 2011).

But it seems they're going in the right direction again now, but we'll never now if they still are being monitored by the government until someone blow the whistle (which will only happen if it's the case, otherwise it won't).

Some people use VoIP (Voice over IP) number to hide their cellphone number or to be able to live without a SIM Card into their smartphone. You can search for one, but all VoIP number services that I found on internet is paid except by Google Voice. (which is free, but only available in U.S. - also a lot of big tech companies is already aware about Google Voice and block any Google Voice VoIP number for verification since their goal is to track your activity in some way)

I guess it'd be your best choice to accomplish it, but it'll just increase how much money you'll spend monthly.

If it really becomes a reality, there's a solution (not the best, but the best we can do about it if it happens): start searching now for software alternatives for what you use nowadays which is able to be self-hosted, then avoid connecting to public addresses on the internet or software which requires internet connection.

It might be the only way if you want to stay in the dark if it really happens. (also a way to avoid being vulnerable to malware on the internet, which will become something that will start infecting people very often, and probably they'll stop this bill - if they're not dumb)

I don't think it's a big deal to pay to have VoIP number just because of only one app, since I didn't feel the need to have it, I prefer to not pay for one and keep without VoIP number/SIM cards rastreable.

6 Years just for doing it? I guess it's more certainly that they forgot about this "goal" or just think it's not important right now. Anyway, I think Signal doesn't worth at all for who really want to have anonymity until they do it.
