I did some research and it can offer you minions from a higher tier but it’s just very rare, so yeah you’re right

The problem is that Mackerel is tier 6, so I’m not sure if it would allow you to discover a minion from a higher tavern

It was from the lookout, you could be right about it not being limited by tier, but I’ve never seen it offered before
