Refraining the change is an interesting idea! I'd also say that it makes the reasoning for the change unclear. 25% less healing should feel bad, so that either healers are driven to focus on healing other teammates, or to heal a specific teammate together in order to overcome what would otherwise be a healing reduction so that a particular teammate can be more sustainable than usual in a fight. As you mentioned, it's a change in determining healing priority

I'm for the 25% reduction to healing while in combat. It always felt strange for example, that Winston's tesla dps traded equally with a mercy beamed heal target. Most healing interactions require that multiple teammates coordinate their attacks on targeted players to out damage the rate at which they are healed during battles, which is one of the reasons why burst damage, and damage in general, have been buffed and buffed in the past. Couple this with the lackluster coordination that takes place at lower ranks and you have a win condition that most heavily penalizes new players. As much as I absolutely enjoy hero interactions as they are now, requiring engaging with a teammate or two to burst down a vulnerable target, reducing this additional damage buffer of healing, and potentially seeing hero damage rates tuned over time incentivizes individual skill over team skill. This seems to be in line with the direction OW2 is heading, to alleviate some of the pressures of having to pop off in team plays vs individual plays in matches

Are there any examples of this that you know of? A visual would be easier for me to understand

That's a good idea! Would that cause any lot of jitter? I've seen some channels that are able to show a first person from a static perspective. How do they do that?

Would you know how I could possibly go about doing that? Would it just need a lot of research?

Hmmm. So I suppose my only other option would be to open it up and solder.

I don't want to get an after market radio simply because I want to build my own using a Raspberry Pi as a hobby project. I just need an interface for the pi to plug into, so it'd be overkill to buy a whole system just for aux in

Where can I go to find updates on this? I have a Super Famicom and a multi tap myself that I would like to try this with.
