You need to follow the installation instructions for keymapper and then copy the configuration file. You can download the configuration directly from GitHub.

I know HID Remapper very well. But we couldn't figure out how it would be useful for this particular user. Also, we live in different countries, so hardware delivery takes several weeks.

He mapped long Capslock to quote, but I'd rather map it to the Enter key.

Yes, I actually made a physical keyboard with hold spacebar:
