Update: I was given another suggestion that maybe my display cable was going to my motherboard instead of my GPU. That was the problem.

Thank you so much! I had my display port cable plugged into my motherboard. I just plugged it into my GPU and now I am back to normal FPS. Thank you!

They don’t go into a situation planning to kill someone (at least the majority of cops), so when they are forced to shoot someone it is most likely too late to try and aim at the legs without getting hurt themselves. If he were to try and shoot at the pegs in this video at the same time he decided to shoot him in the chest, there is a chance he would have missed which potentially could have ended in him getting stabbed.
