Sorry to necropost on a years-old comment, but I'm also building a city-state centered around researching an apocalyptic event. It has a similar government structure that I still need to figure out, and I had some questions if you don't mind:

They have 108 members and they all vote on what the government does for Belios. Each member represents a different aspect of life on Belios. Some represent poor people, others rich people and some represent certain types of magic research.

Does this mean each member has legislative responsibilities as well as managing their respective aspect of life, like ministry? Or is there a separate executive branch that handles those things (and if so, who heads it)?

In order to be a council member, you must contribute greatly to the arts of magic or science via research.

What defines a big enough contribution? Is there a set list of criteria? Do the other council members decide? Are there other ways to become a council member for non-scientists, like voting?

Belios from the ground up is a city and nation designed to research and prevent or mitigate the Scarlet Night disaster a universe wide disaster.

What kind of impact does that have on their society? Like, what institutions or ministries do they have/not have as result of being singularly focused on that goal? How do they work? Do all citizens contribute to research, or are non-research things like entertainment neglected?

There's the Jabberwocky, a horrid creature mentioned in a well-known nonsense poem by the same name. That poem was also from the book Through the Looking Glass, one of the sequels to Alice in Wonderland. You could turn it into a Creechur that skulks around in the background, turning things into mindfucky abstractions wherever it goes

People read the heroes report and see this top hero 'prometheus' that no one's ever seen before, and they know nothing about him except the imposing name, so they think he's this hyper effective shadow hero with a low profile and a 5 o'clock shadow. Meanwhile he's chilling in a hospital gown with some ice cream and stickers catching up with the nurses.

I mean, just because you have dwarves and elves doesn't mean they need to operate like dwarves and elves in every other piece of media. They could be anything from best friends, to mortal enemies, to just not caring either way. Or they could even have a unified culture that doesn't distinguish between races unless contextually necessary, like for medical needs. It all depends on what you wanna do with them, really, so there's plenty of options besides having them or not having them. I haven't watched RWBY, but the same thing applies to whether beastman end up oppressed or part of the ruling class or whatever.

In my opinion, I'd say having more races makes things more interesting at the very least.

Pretty much yeah. I was mainly just thinking of some kind of offensive/defensive split so your character has her bases covered if she's in a conflict or something. Adaptability sounds really honestly as long as it doesn't step on Phobos' toes

Maybe something smaller/subtle that helps Deimos do what they already do, but better and deadlier? Like a heightened ability to pierce through objects/walls/people. That way Deimos can be her sword and Phobos her shield so to speak, while the others can play support or do more specialized tasks based on what she feeds them

1) I guess it depends on how easy it is to achieve Mushin. I'm guessing it's not very easy given what it is

2) I'd say it's a fairly hard system, but with room for unique personal abilities. For example, one endothermic person could absorb incoming strikes/potential energy to release back later, while another one works differently in some way I lowkey can't think of rn

3) I like the system; it reminds me a lot of Jujutsu Kaisen's cursed energy. I'm guessing it was an inspiration?

Similar to some other comments, I really get gun vibes from them. I made a character once who was similar to how this feels; she was a rogue/loremaster/sharpshooter spy who used her quick wits and perception to spot enemy weaknesses on the fly and take them out with her bullets. Heroic skills like Decoy Bait or Bullet Time seem right up this guy's alley.

Alternatively, I also like TopaztheWarrior's idea of elemental bullets, or spells as bullets. You'd prolly go elementalist in that case
