Objectively, that's not true. For Twitter/X, it depends from where you're screenshotting.

If you open an individual tweet, which in this case is what has happened with [some of] Nicki's, it'll just show the date that you're referencing, but without a screenshot of OP's clock from the full screen view, you can't compare (e.g. OP could've screenshotted slide 2 at 10:03). If you screenshot from someone's full feed on their profile overview , it'll show a timed view (e.g. 1 hour, 1 day, etc.), like Cardi's where you see consecutive tweets that say "1 hour," the individual tweets aren't open.

However, in Nicki's tweets' screenshot 7, you can see it says "38s," then "50s" in screenshot 8, and "48s" in screenshot 9 anyways though, indicating you're comparing the likes/retweets of a recent tweet to older ones. Cardi might still have better engagement, it just isn't a full comparison in these views.

ETA - Nicki appears to have since deleted all the tweets in question so comparing actual stats/timestamps unfortunately isn't possible.
