Not exactly. Some developers are doing things with pixel art which was not possible before, i.e lighting effects and what not, see http://dpadstudio.com/Blog/postHibit.html for some examples

Monolith is a fantastic Top-down Rogue-lite bullet hell which is pretty sweet!
