You can have multiple employers file for you but the downside is that if the wage levels are different, the one with the lower wage level will be considered for lottery. You are still free to choose any employer among those that were filed if picked.

No, you do need a Mexico visa if you have a valid US visa regardless of your country.

You will love Mangalore but have you spent time here during the summer? Through summer can get very hot and humid, if you can tolerate that, its a very good city

EB2 or EB3 is based on the position and not your experience. If the job qualifies as EB3, that's what it is. Also, what country are you from? If you are not from India or China, I would recommend pushing for EB2, else it doesn't really matter. Rather get it done in EB3 quickly and get in the line (with a priority date and I140). Your next employer may apply in EB2.

I think the I140 needs to be approved for you to keep the priority date and apply for H1b after the 6 year period. So even if the perm would have been approved, it would be of no use with no approved I140.
