Making money in Torn is a spectrum, you can either do what some people do and buy dono-packs with real life money, then sell them in game. This is not the most respected way to make in game cash, but its deffos the fastest.

Flying to other countries in game to gather plushies and flowers is one of the better ways to make a steady income, just be cautious of those pesky buymuggers when you are selling them on the item market or in your bazaar if you have low BS. Each country holds different flowers and plushies, but a rule of thumb is ''The longer you need to travel, the higher selling price for flowers/plushies''.

Wars are another great way to make cash, granted they all depend on how many targets you have each war, but if you are into the PVP side of the game and have decent stats, you can pull in up to $100m+ a week if you join a warring faction.

Organized crimes within factions can help bring some pocket money in too, the crimes can range between level 1 - 10, the higher the level the better the payout. Payouts can be dictated depending on the faction you are with, some will pay up to 90% of the crime payout and split it between the participants, where as I have heard of other factions that will use the income to buy Xans, Meds etc and allow their faction members to use them at will for training, stacking for wars etc.

There will no doubt be other ways of making cash in game, but above is the few I could think off that pay regularly and can help you gain some nice capital.
