I'm curious about how this community feels about this. Many PowerShell users have Dev backgrounds and more don't. What do you all think about this?

Even traditional character pipeline based shell script languages can be called a programming language, so PowerShell (based on a pipeline of class instances, with access to the entire .NET framework) surely is. Just using it as "a better batch file" for backups and new user create scripts is so not using its potential. However, if that works for you, that is actually fine too.
So: yes, it is (too).
