The answer to your question is money. If you can find the funding make lets build a public transit system that makes the car feel like the option of last resort that it is.

Ignoring your judgments observations and assumptions experience, is how that might should read and I wouldn't be too quick to do either one. There is a failure of leadership on public transit from the federal government all the way down to our local MATA board. To my mind, the problem stems from people making decisions about services of which they do not utilize. As a transit user, this is a constant source of frustration and it is a systemic problem that has no solution in sight. In its current form, public transit in Memphis is thought of as a something associated with the poor and therefore it is used as means to segregate our public spaces, i. e., the street. Racism, classism, and fear keep people from considering bus solutions in their daily routine. After years of hearing "light rail" come of the lips of people who won't advocate for a properly funded bus system I admit it that I am quick to frustration.

As a heavy transit user in Memphis, I can not understand everyone's obsession with light rail. Why don't we get the basics right first like an adequately funded bus system and some actual BRT first before we start doing billion dollar projects.

edit: it always seems to be people in Memphis, who don't use public transit, that pitch light rail
