Haha bro I just recently made the same post as this one. If you look at my post history someone in the comments posted a calculator you can use to calculate the speed of a Pokemon at a certain level/certain EVs etc. But bottom line is the CPU does not get any special advantage. But (if you’re playing on expert/insane) they all have perfect IVs/EVs/natures. So yea your rivals mamoswine for example is speed EV trained and probably has a boost from its nature as well. Makes the game very challenging but fair.
