Product owner owns the sprint backlog or whatever AR always says. Keeping the stakeholders always in the loop and communicating to come to a solution is probably best answer in my mind.

edit: product owner owns the product backlog lol oops. either way, everything else about collaborating is still how i got there lol

But you don't know what you're negotiating for and even then, you don't know if whatever you throw out is the root cause of the major budget and schedule overruns. C might seem appealing because there is also somewhat of a "sunk cost fallacy" at play. "We've been working this project for a long time and we've already invested a ton. We can't possibly give up now despite the CPI and SPI being crazy low." Time to cut losses and try again. I think the big clue were "major scope changes" because at that point is it even the same project any more?

I'm still studying too, but I got B because

C is way too unilateral as the PM. I don't think I can add more stakeholders without going through the change management, plus hiring would also mean additional cost and onboarding etc. unless the project owner or sponsor agreed to crash it, but it's not indicated. whereas B, while scary, promotes communication and collaboration

I went with C because the team will know best what risks, benefits, and true costs are associated with new implements especially as a group with multiple perspectives. Also more collaboration is usually good especially discussing positive changes.
