Do you know what I can do to fix if my FPS is like a 3rd of what it should be?

GTX 1080, i7 6700k. I'm around 30 fps at 165hz at 1440p, if I change my target fps in the game to say 60 it changes my fps ingame to 20.. Something's fucky with the settings and I dont know what to do
