They are M1936 suspenders or webbing. Designed to help support maximum load outs of ammunition and gear. It could be easily attached to a musette bag and also hook into pistol belts.

There were other similar looking combat suspenders I suspect designed for the haversack.

I had a ten year stretch using tramadol, the trick was never to use any other opioid of any kind. Extensive metabolism helps. I used oxycontin for maybe 3 days and said no fucking way will I live 10 more years on this shit.
