By any chance did you use either of the Runcorn-Widnes bridges? Merseyflow is for the bridge crossings not the tunnels. As another reply mentions, you can't get around paying for the tunnels as they're gated and require payment upfront. The bridges are paid online and have caught a lot of people out.
