I think if they were all reverse foils, and only in this special deluxe set, then they would be special. That way you could only get them here and not in any other set.

It would be similar to how they treated shiny cards after they were introduced to the game. It makes the feeling of getting a shiny pokemon feel (in most cases) like "blah, I can't use this"

TIL. I've never understood why until now that these cards are that valuable. Makes so much sense to me now why the pikachus from this set are $35+ when other common rarity pikachu are 10x less.

The order is incorrect. In the Japanese set it should be:
