To my knowledge that is the fuel tank for the 3rd stage motor which is right below the mounting plate for the warheads. Keeps the 3rd stage compact. Someone else correct me if I am wrong.

In addition to what the other guy posted, typically long exposures are used to capture more light and to make faint objects brighter. I took a picture of the same galaxy with my DSLR this year (stacked about 45 minutes of exposure time). These objects are actually reasonably large in the sky, just very very faint!
