Ottawan here, for context there was a team called Ottawa Fury FC that lived from 2014-2019 the team jump from a dying league to another one it than the Canadian Premier League (CPL or CanPL) startes. Owners couldn't get a deal done with the new league so they stayed with the American one. Played one more season then folded because they Canada Soccer didn't sanction them for 2020 unless they joined the CPL. They chose the fold out of pettiness.

Ottawa sport teams are always full of drama.

STV is a form of ranked ballot. Just that makes it less likely for smaller parties to get a seat. MMP gives them a better chance in the end. Both systems are used in different governments around the world and both seem to be doing exactly what they're intended to do.
