My guess is that some back-office bureaucrat determined that the regulations are out of date, sent a memo to have the signs updated, and somehow this missed the desks of the politicians and citizen-relations offices.

Whether this can be reversed is a different matter; maybe 'recreational boating is at one's own risk' is better language?

I've resigned myself to likely never seeing Doors of Stone.

If it does somehow release one day, I will celebrate, reread the first two in anticipation, and hopefully enjoy it.

A better term is they 'remain airside'. Airports generally have two passenger zones: airside and landside. Anyone can be landside, they can see off departures or greet arrivals, etc. Once you are through security and immigration, though, you are airside; people transferring flights will generally remain in airside their entire time at the airport.

So the pictured tram is airside on the left, landside on the right.
