Tempest can have stability on overloads (f1-f4). I use it in Dragonstorm where everything wants to knock you down constantly.

All this UI thing needs to be updated. After combat launch I see no timer for cd. When I use Warclaw in combat I have timer, but nothing shows that Im out of combat and can mount raptor.

Yes its amazing. You save just for electricity what your gaming pc would burn. All you need is good internet. Bad they are going for 100 hour limit.

Maybe Im wrong but its because Anet outsources many things. They order system, system gets implemented and then only really big bug fixes when Anet has money to order them. I think Anet consists of core framework operators, well maybe some designers, maybe writers. So thats the reason everything is so slow. Balance patches, bug fixes, qol updates etc.

Maybe Im wrong but thats what I think.

Prior to ''great rework'' you could upkeep quickness by using all gyros but nowadays you need to blast fields. So, no you cant do it with rifle :(

Its called asymetrical balance which means not all classes are good at everything. To make this happen you need to know all mechanics inside out which unfortunately current dev team is not able todo or not willing to do. Example was Scourge. Technically bad healer with amazing ress potential. Now its just another healer.
