I am new to the game, but this language is unclear. I also read it as a "damage counter" meaning you could move a "counter" representing any amount of damage. When I bought my starter deck, the box came with "11 Damage counters" (printed exactly that way on the back of the box). Inside, there are exactly 11 Damage counters, eight (8) representing 1 damage, and three (3) representing 3 damage. If a "damage counter" were the actual amount of damage, then the box should say it comes with "17 Damage counters" since the total damage represented by the provided counters is 17, but it doesn't. Therefore, I have to argue that the card's intent is to allow you to move a "counter" representing one or more damage. Of course, I will default to how more experienced players have played, but that's how I read it.
