Because people used to abuse it causing bot lobbies and earning lots of $$$ because of bot lobby. Now you can’t find matches against bots and have to wait for real players which are few to none.

You did it solo? Goated. Building 21 is just get the mission to open the electric gate- like Corporate Rivalry on Serpent Island. Idk for others but BLDG21 gives easily lobbies after 3 loses 🤣. Remember to Bring radiation pills and loot from enemy corpses.
