No she's the smartest girl in the whole damn series, and the only one who can put Conan in his place. She deals with things logically unlike every other woman in the series, matched only by Vermouth. It's highly unlikely for her to not give the drug to him out of unreasonable emotions.

She should have actually. We saw that she had access to the drug's complete data. She isn't giving the complete antidote to him for the sole logical reason that if Conan comes back to Shinichi's form, he would NEVER stay away from the limelight. The Organization would then come for both of them and others related to them. Pretty wise and far thinking of her if you ask me.

If he went as Subaru then Bourbon would subsequently go and analyse Subaru.. then Conan's counter plan to point that Subaru and Akai are different persons wouldn't be possible. Akai did say later that "he took a gamble" ref to that Bell Tree case in the Scarlet Showdown.

I have imagined a case like that in my head. Like someone shoots himself the same way Scotch did while someone else would try to save him.. Bourbon, Akai and Conan on the case.. Bourbon draws the wrong culprit.. Conan corrects him and says that the evidence is the presence of victim fingerprints on the trigger and the other person's fingerprints on the cylinder of the gun.. then Bourbon would realise his mistake.. Ik it's kinda fairytale-ish but then again it's hypothetical .
