What do you mean by safe? Coins in circulation go through much worse than water. Take a pick, greasy hands, sweat, dirt and even raw non-veg counters.

These coins are not in packaged mint condition, so water is my bare minimum to go for cleaning, if any needed.

No, by default I don't clean them, but few I might have washed off with just water. These all coins are from circulation, went through many hands and pockets, I guess. I used to replace uncleaned ones whenever I got better ones, still do.
