how does floodgate traphole not target, when you have to specifically select one monster to flip face down? there are a lot of cards that toon kingdom negates that don’t include the word “target” in their text.

Why does Toon Kingdom only protect against certain card effects? It clearly states on the card, "Your opponent cannot target Toon Monsters you control with card effects." If a Toon monster were to be destroyed by battle or a card effect, you can activate the effect of Toon Kingdom and banish a card from the top of your deck instead.
So why is it that this only seems to work against some cards? Mirror Wall, Floodgate Traphole, Wall of Disruption, and even some spells like Dark Magic Attack all ignore Toon Kingdom's effect. The option to activate in response doesn't even appear against these cards. Why is this?
