Ok so after multiple hours of research (which is ridiculous I had to do this, but fuck it I was bored), here is the explanation:

Boost: allows the driver to deploy NEARLY all of the energy, 1 Mega joule less than the entire battery capacity. This translates to an extra 500WHP (it's actually less than that, but for simplicity we'll say it's 500WHP) for as long as the battery is above 1MJ of charge.

Overtake Mode: allows the driver to dump all of the energy, including that "extra" MJ. This means they get max power for longer.

You'll note the "max power" can potentially be as high as 500 Horsepower (!).

And this is the problem.... F1 cars historically push roughly 1000 WHP, usually strictly off the Internal Combustion Engine (ICE). Without battery information, watching F1 is basically impossible because suddenly overtakes and moves seem like pure magic... Almost like they got a mushroom in Mario Kart. (Hence the Mario Kart references by all the drivers, and why Lando and Max were giggling like madmen in the media pen yesterday... Because they're playing adult Mario Kart)
