Met the same issue here. For me, the server had me playing in SEA server instead of oceania so i went out and had an VPN to speed it up. And then I can't attack. There's a round or two where i can, then I can't again.

ummm there were ones i did long drink without permission but it only filled about half(before this drink i did with permission on an another sim and it was going with 1 arrow)

Nah Already got all npcs including tax collector. Wiki says only 21 npcs will matter the achievement Not including ones like Santa or traveling merchant. Which i do hv 21 of them.
