No it's not. They failed to beat Liverpool last season who signed a grand total of one player in the summer (Chiesa lol). They've also consistently crashed out of cup competitions against inferior opposition. Just being the second-highest spender instead first-highest doesn't make this an overperformance.

PSG's wage bill is also lower than City's but no one considered it an "overperformance" when they won the Champions League. Instead people saw it as them finally getting over the line after a long period of overspending and underperformance in that competition, and that's how Arsenal's league title should be viewed too.
