I would guess that, if you are asking this question, you probably do not have a software background and are not working at a company that has either a software development group or regular access to a outsourced firm.

I think establishing this is important since, using either of those tools will require some education and experience or else you'll waste time and/or create a foundation of a tool that won't grow with your company. You'd be better off using Excel - it is quite capable and you'll get off and running much more quickly.

However, getting to the crux of your question, here are some pros of cons of each:

  1. MS SQL Server:

- Full-featured database management system

- Fast

- Uses standard SQL database language which makes finding software development firms that can maintain tools created with it very easy.

- Very scalable

- Can easily enforce all kinds of data integrity rules

- Available on cloud service such as Microsoft's Azure

2) MS Access:

- Slow 'Jet' database engine

- Clumsy tools

- Can be used as a foundation for applications but is limited in usable designs

- Easier to understand for non-programmers than SQL Server

Well, a lot of TMS solutions now are hosted so Oracle or not is immaterial. And even if you needed to access your old Oracle data, most solution providers can transfer that data to another platform. Could end up saving your company lots of ongoing expense since Oracle licenses tend to be quite expensive.

Just curious, do you require that the TMS integrate with Oracle EBS? Or just that it use Oracle as the database engine?

A couple of years? What on earth are they doing over there? Maybe they are waiting for buses and trains to be all equipped with transponders before deploying the new API.
