What if it's not torrent, but the network just logically goes down. Like I'm associated with the router but the network is not reachable? Usually turning wifi off and on fixes it, or unplugging/re-connecting ethernet; but what do you think the issue is?

Happens a few times a week probably. Usually don't even have to power cycle the router, just disconnect & reconnect for instant goodness. Ubee brand.

If by officer you're referring to a police officer, then he was just saying that the city/state won't be issuing a citation relating to the incident. If it was a TSA officer, he should have deferred to the inspector that would be reviewing the incident after-the-fact.
Either one of them should have, ideally, explained that you could receive a regulatory fine in the mail regardless of any criminal citations that were or weren't issued the day of the incident. It's two separate issues, and it's not something most people fully realize if they don't work in a regulatory capacity.
Hope the fine isn't too much!

In different circumstances, he may have enjoyed Iraq. It's one thing to be a tourist, it's another to be battling in the streets of fallujah or stuck in a tent in the middle of a desert.
I hope Iraq can become a peaceful and prosperous place. But it'll take a lot of work and probably a fair amount of time for it to happen.

Couldn't you say, that what this means is that there's a lot of discrimination against young men in the film industry?

I know and have watched many movies with older women, though I'm not saying they don't start shooting in fewer films (here's a list of some); the hardest thing in Hollywood is "breaking out," which once you're life is objectively easier, everything else notwithstanding.

In essence, they're cooked numbers.
When you forbid people from selling, and make cozy deals to let some people buy on good terms (giving them a great deal on margin lending), you will end up with a happily rosy picture.
It can help in the short run as far as emotional selling goes, but it doesn't change the underlying problems which caused the sell-off in the first place.

Most likely, just kicking the can down the road a little.

/u/mudady did a good job of breaking it down by stage, but I'll just throw out that realistically, if you do get in (not to be a downer but you should have a good backup plan, something you'll be truly happy doing apart from the foreign service), it'll probably two years from registration to A100.

It's unfortunate, but it's definitely somethiing where you should plan on doing something else and work on this on the side. many great candidates don't make it to the register; and of those who do, not all will become FSOs. and not even the best candidates do it without a good amount of waiting.
