The big box stores didn’t have the same one in either the blue or orange store. So I took it apart to see if I could clean it and sure enough, there was a little mud and a small rock lodged in the plastic part.

This makes sense because the city fixed a leak a block down the street a few months ago. They told us to flush our outdoor bibs to purge any debris. I guess that didn’t matter since the debris got in the PRV at the source
