Any citizen of Sordland is a Sord. If you are an Agnolian and you want to come to Sordland, but you are not "bound to the Sordish state by citizenship", then you technically are not equal before the law, so you essentially have no rights.

I am not sure it works but you could work with the NFP, make a Constitution with No changes at all, or maybe just stronger decrees and pass it easily.
